Chaves appears to have an issue with a rule when he belives it benefits another school, but when the rules benefit ewu (ie. prop 48 and FBS drop down rules) he has no problems.
That's why he's a small college AD.

'Lil' Shoota, you made the right decision and have a great opportunity in front of you. Now go kick some Pac 12 ass. Show them the line between FBS & FCS isn't as wide as some believe it to be. Just damn sure don't lose when you play the eagles.

I just don't see the big changes that would give cat fans such optimism, I don't get it.

EWU is still the preseason favorite. Not saying that's how it will shake out. With the fact MSU and EWU's game isn't a conference game, and Montana gets the Eags at home, I'd say the Cats and Griz could end up playing for the Big Sky title in Bozeman. But preseason favorite, the coaches and media will still vote Eastern No. 1 at the summer kickoff in Park City. BOOK IT. The fans don't get a vote in either of those polls.
 
Hypothetically speaking, if someone like Chalich thought that he wasn't going to be the starter after spring ball, would he be able to transfer to EWU in the fall and compete for their starting spot?

No because the conference has a 1 year waiting period.
