The issue was that the Cats wanted to wear a non-standard white away jersey that UM would not allow. The penalty is correct, 15 yards at the beginning of each half. Each team can wear whatever they want as long as they follow the dark/colored home, white away jersey restrictions. Of course, you can change this with agreement between each school before the game. This is why USC and UCLA can both wear home darks during their annual game.
