Are you not aware that most of the recent changes in eligibility have come from preliminary injunctions (and this would almost certainly follow the same pattern in this case) before any appeals or do you not know what that means?If there no appeals, legal decisions can be implimented quickly. If there are appeals, the final decision can take almost forever. When was the last death-row inmate executed within thirty days of being sentenced to death ?
For example, the Juco lawsuit has been appealed by the NCAA, but the injunction granting another year of eligibility is still being upheld.
