They may not have had an agenda, but every "news" story/feature has to have an "angle." That is, some theme that the producers can build a narrative flow around. Preferably, that will have a lot a dramatic conflict. They generally avoid "stories" where the issues are complex or unclear, or they can't identify an obvious villain (or hero, but villains are easier to portray, and more "interesting"). ... FYI, I am paraphrasing, and summarizing, advice from a modern journalism text.
