Let's break down the "Irish lad" thing. Here are the options:
1. PR is incredibly uninformed about our nation's history and literally did assume that the fact that said QB had an Irish last name meant that he was of Irish ancestory.
2. PR was being ironic and calling him Irish specifically because he knew he wasn't Irish ... which is just kind of weird. Is it "racist?" I would say no. It's not saying that any race is inferior or superior. It's just kind of weird and definitely a bit crass (as it's kind of like saying, "Ha, ha, ha, your ancestors were slaves and so you have an Irish name even though you're not Irish."). If it was being ironic funny in a friendly way, I could see it being kind of a good inside joke, but I'm pretty sure it's not the kind of thing most people would say about a person that's not a close friend.
