Logan is 80 miles from Salt Lake City and has over 2x the students that UM has. Missoula is 80 miles from Deer Lodge, by comparison. Bigger donor base, twice the endowment, major metropolitan area from which to recruit ... need I go on as to why Logan is a better FBS location than Missoula?
I can think of advantages that UM has over USU:
The first place in the pecking order in competition for players and fans in its state, instead of third.
UM has more season ticket holders.
UM has more members in its athlectics booster club.
UM has better average home football attendance.
UM has a longer winning tradition, albeit at the FCS level.
UM is not in a town that is Mormon cultural dominant, a plus for most recruits.
I really doubt or donor base is much bigger than UM's, we have BYU and a Pac-12 school in our backyard. UM doesn't. UM is, was, and always will be number university in Montana. USU will never be number one in Utah.
Much of the larger enrollement you speak of is at branch campuses throughout the state, no doubt most of those students are BYU and Utah fans as they have no reall connection to the Logan campus.

In 2007 and 2008 USU was a laughingstock and would have been creamed by at least half of the Big Sky and now one of the better MWC teams. Back then some people said we could NEVER be good, and should drop to FCS or drop football altogether. These are the same people that say UM COULD never be any good as an MWC level team. If they were at Kitty Hawk with the Wright brothers they would have said "you will NEVER fly, so we even TRY!"
Utah State has to play 2 "money" road games each season, and hasn't had more than six home games since moving up to FBS. Hell, in 2009,. they had only 5 home games. The same would happen with the Griz. A FCS game at home, and then two money games on the road against "big-time" programs. I highly doubt UM fans are willing to give up up to two home games a year in order to be a .500 team in the WAC, let alone the MWC.
