Cal Poly has been talking about getting capacity to 22,000 for YEARS. This is nothing new. But it fits a narrative nicely. Okay, let's pretend (as UND is doing) that Poly, Sac St and Davis go the FBS route into a conference together. What conference fits geographically now? The WAC. I vividly recall that last expansion they had to 16 teams and the subsequent implosion and the creation of that joke, the Mountain West. Even BYU left that that group of rocket scientist ADs.
The WAC could conceivably become an FBS conference with Poly, SAC, Davis, BYU, Dixie State, Southern Utah, New Mexico State and Northern Arizona and/or Weber. BUT...
The same thought process that led the WAC to its demise just a couple decades ago also turned the Big Sky into the joke it is today also. Shifting demographics be damned, strong administrators win championships. Not the visionaries with delusions of grandeur. Who the hell with any sense would want to "compete" in this collection of misfits? They'd just be stuck playing with themselves.

NMSU wants Texas and California-Arizona presences. Montana doesn’t desire NMSU or Texas presences.
UCDavis and maybe others want to be in a good position for when the Big 12implodes and takes some of the MWC, which will have to backfill too.
Montana fans will bitch so much “why not us go FBS “ in spite of PlayerRep’s assurances and pleadings, that a move to the Summit will be done to placate those bitching fans with MtSt, Weber, Idaho and EWU to make a western division with Denver.
The Big Sky will have a new life with Dixie St, Seattle, UVU, Metro St of Denver, NoCo, SUU, NAU, Portland St, Idaho St and CWU.

Nope. Too many divergent philosophies and priorities in life to placate the boosters of this group of schools in your scenario. There are schools that are not a good "fit" within your conferences. You have academic institutions aligned with glorified junior colleges, for example.
Anyway, it is my understanding we will soon see a rather large shift within the Group of 5 conferences and FCS for rather obvious reasons.

FBS schools will split off from DI from FCS and no football schools next decade. Latecomers can’t be too choosy and the Big West won’t be in the most elite division. Montana faces the same issues.

There is still a huge financial issue as Sac State athletics. Also doesn't matter where they play big games...no conference is going to take them without having a gymnasium that they can play at 100% of the time with size to support not only their fans but also opp. fans. They have 0 to bring to the table to a FBS level conference.
