The irony is that the steps being taken WILL absolutely and greatly lessen the impact of the virus, and then all of the tinfoil hatters will yell about how they knew the entire thing was a scam.

He has been waiting for about a month for the surgery, and is in a TON of pain, but I guess it isnt "Life threatening" so he is SOL.
Why cancel a surgery on Wed, on Mon, when there are probably zero C patients at the hospital? Why not tell him that it will have to be postponed if they get busy. This question is not directed at you.
I can tell you that Providence in Spokane has cancelled all elective and non-emergency surgeries.

No one doubts that the overall actions will decrease the spread, to at least varying degrees.
However, the main and real issue is whether ALL of the actions are necessary or helpful, and whether what the actions accomplish will be worth the havoc played on world economy, US economy, and markets, including bankruptcies, increased poverty, negative impacts on young kids, budget crises, etc. There will be positives for older people, but there will also be negatives too (loneliness, depression, other health issues and even death).

To expand on this, the biggest reason for cancellation of non-emergency surgery is the shortage of some medical supplies available.

Saudis and Russians flooding markets. Russians want put US shale producers out of business so they refused cuts.
My first pad has about 6 weeks of work left, then I would guess lay off. I don’t see market returning until 4th quarter at best.
Probably at least 400,000 directly will lose jobs, not including impact and loss revenue to businesses in hundreds of cities and towns.
