Ha! There is no coal tax money. That "rainy day" coal tax trust has been bled down by so many trusts within a trust, that spend money on everything from sewer projects to the the arts. They're like ticks on a dog. No one is going to see their tick starve so the principle can be spent on anything.

"Since the enactment of the coal severance tax in 1975, a total of $1,875,659,000 has been collected ($52,743,000 in FY 2011/12). The money has been deposited in various earmarked funds, with 50% going into the Permanent Coal Trust Fund. At present that Trust Fund holds $870,408,158.
