I think the key is the "forcible contact" aspect of the rule. You can still block, you just can't light a guy up for free.

In addition, I think they ultimately will need to clarify the definition of "targeting". Everyone understands the leading with the crown of the helmet part of the rule, but some helmut contact is inevitable and in the past has been called as targeting. Even with the new emphasis on booth review I still see opportunity for targeting calls being real bones of contention this year.
