Can boosters contact players in the portal?

According to NCAA, once a player is in the portal they can. I found that odd as well.

Hope he hasn't... Portal doesn't officially open till December 9th, so even though he has posted that he is entering the Portal, he can't actually be contacted by boosters till that day. If contacted before then it is an NCAA violation.

Well not if he's a grad transfer. I believe those guys can start talking to schools immediately. I've seen lots of them getting offers already.
