The Board of Regents has long defined UM as the "flagship" institution. "Land grant" status has never had anything to do with it. University of Washington is clearly that state's "flagship." UC Berkeley is clearly California's. No one would claim UC Davis is the "flagship."

MSU claims to be the "flagship" from time to time, and sources often refer to both campuses as "flagship" campuses after the reorganization consolidated the U system under the two administrative entities, UM and MSU.

I think that's them dude...
according to the Montana University System web page there are 31 doctoral programs at both UM and MSU. The highest research profile criteria is pretty subjective. I've never heard the land-grant being the basis for the state's flagship. but thats me, I am biased against anything bozoid.
Land grant is one criteria and reaserch dollars clearly go to them.

So back to the title IX stuff. Rodeo. Is it a club team at one and a school sponsored team at the other? Neither? I was having this discussion the other day with my brother, and wondered about it.
 
Rodeo is not listed on their official athletic website, so I assume it is a club sport at MSU also.
