NCAA rules require sitting out for football transfers based on historic evidence that it takes 1 year for a student to adjust academically. There are exceptions to the transfer rules for some NCAA sports, but not football, (i believe baseball and hockey also have 1 yr requirement).
Although suspended from the team the regents have stated jj is to be afforded due process and unless convicted or jj ends the contract himself, they will continue to honor the financial assistance contract.

So he hasn't been a member of the um football team since july, so by august he should have completed his off year.
