Yes, they are allegations. And, in the article it was stated that law enforcement investigated them all. It also stated a number of pro-active actions that were taken, in addition to numerous campus events to help support students. The protective order you mention was terminated after 17 months. Is that a reasonable amount of time? We don't know as we don't have any facts. I guess you didn't make it thru the whole article or you are choosing just to deliberately present one side to cast MSU in a negative light.
The protected party did not want the order dissolved, was a non-party to the lawsuit against MSU at issue, and received only post hoc notice of the dissolution. I guess I'll believe her, because those are the only facts I need. You can act like MSU handled all of these (7+) complaints perfectly, but they didn't. They didn't.
