I think you could offer Idaho an open enrollment period. Join now and all sports will be accepted free of charge. Join later and football comes with a $1.5 million entrance fee and a $2.5 million exit fee should the Vandals move on in the next 10 years.
The $1.5 million to get in the Big Sky at a later date, should make flirting with FBS independence a wash. So Idaho gets $1.5 million for body bag games in 2013, but the Big Sigh gets the money, a "waiting fee" if you will. The early exit fee should compensate the Big Sigh for taking on the mess that is Idaho athletics. That seems pretty reasonable. It's a better deal than any other DI conference is offering Idaho.
I might also suggest that Idaho not be eligible for the conference championship until their scholarships are fully drawn down.
