I’ve come to the conclusion the answer is twofold:
1) The offensive line can’t keep a pocket long enough for a deep play to develop
2) The QB’s have decided pre-snap who they’re throwing to and rarely if EVER make multiple reads before throwing. If their initial objective isn’t open, they throw it away, or out of bounds, or into the dirt, or to the defender.
The ONLY time this differs is when LJ breaks the pocket and begins scanning the field. That is when he’s at his best and the offense is at its most dangerous. Unfortunately, Brown doesn’t have that ability. Once he pulls the ball down he does NOT look downfield, and he runs like a giraffe, goes down on first contact and is slow. Other than that he’s a great backup.

Its hard to see when he only gets 2 touches per game but on the occasion he breaks into the open field and his athleticism is on full display he is something to behold. So frustrating.
