I don't think there will be any changes to football classification until the NCAA basketball tournament payouts are changed. The large conferences have picked the low hanging fruit with TV contracts, now they will want to the basketball money to drive out the low budget schools, or schools that don't make the large investment in all sports programs.
I wonder how many non-scholarship FCS programs would go for that? A few I imagine. Do non scholarship FCS schools have to sweat Title IX at all?
Yes, non-schollie schools have to deal with Title IX. They look at the various factors, including participants and resources allocated.
