By using that definition -- that the decision was strategy -- Delaney's decision to kick both halves was also not an error. There was definitely a rationale (strategy) to his decision.
By my view, they were both errors, whether strategy was involved or not.
Frankly, I think bellicheat was trying to buy some time while some poor schmuck leaked some air out of the balls for Shady Brady.
