That may be because Capital One has not counted your votes due to them being sent automatically. If they see 60,000 votes an hour come from that same IP address they are going to likely know something is up if they are paying attention.
The vote tallies don't get updated in real time, so there's plenty of time for them to toss out votes from IP addresses that seem to be generating them with a script of some kind.
From their Rules (Section 5):
"Any attempt by any voter to obtain points for a Mascot by any fraudulent or
inappropriate means, including without limitation, offering prizes or other inducements to
members of the public as determined by Sponsor in its sole discretion, by using any automated program, by using any other methods, will void those points for the Mascot and
voter may be disqualified as determined by Sponsor in its sole discretion. Submissions
generated by script, macro or other automated means are void and will not generate any
points for any Mascot."
So if they did in fact ban votes from your IP and others who are using automated methods, that may explain why Cam the Ram didn't end up gaining much.
Or maybe Capital One isn't paying attention and lots of people are using scripts for the top mascots...who knows.
