Not much consolation, but it seems the tournament refs take their guidance from play in the Power Four conference ... which has gotten almost as "physical" (rough) as international ball. I swear, we've watched Big Ten and SEC games where it looked like a public mugging out there, with no calls. The commentators generally shrug it off with "They're letting them play." But even Jay Bilas (maybe my least favorite "game expert") sometimes comments on how rough it gets.
It is also not uncommon to see the refs get pickier in the second half after "letting them play" in the first. My guess is that, in those cases, someone complained about a star player getting roughed up and/or injured. That level of play has gotten more and more like the NBA (at least), which generally revolves around the big name stars.
Both trends work against the lower level conferences, where teams may have just one relatively unknown star and rely more on team execution. In keeping with that, the refs call games more along the lines of the actual rule book.
