No. They would not only lose scholarships, but because of the unusual circumstances, the NCAA would let the athletes transfer FBS to FBS without sitting out a year.

One of the problems not solved by this approach is the fact that there are so few western FCS teams that you end up with "non-conference" conference games which muddy the waters. Actually the better approach is for the Big Sky to be smaller and for there to be a separate league that Big Sky teams play for non-conference games. Plus then you don't need to have a conference championship that really doesn't fit anywhere after the season is over. There is no dead week between the end of conference play and playoffs beginning. There could be if the playoffs didn't include 20% of the entire FCS but that doesn't appear like it will change anytime soon. A conference championship game between two divisions would be a fun scenario. Each division has to play a round-robin (just like we used to do when we had 7 or so members) and then the best teams from both divisions square off in that conference championship game. Team with the better record/better SOS gets homefield advantage. Winner gets the auto-bid and the runner up most likely gets an At-Large.
But I do recall that there was some kind of issue with having a conference championship game at this level, something to the effect of it interfering with the playoffs. I can't remember what the issue is or if there even is one, but maybe someone with more knowledge can shed some light on if a conference championship game could be done in the Big Sky or if it can't.
The '95 game was so fucking awesome. I would just add Cal Poly and NAU. Both reasonably strong for FCS and gets a Cali and AZ school in there. Kick out the old GWFC teams Cal Poly, UC-Davis, UNC & SUU and give them NAU & Suck State. That conference (with 6 teams) would qualify for an autobid as well--and might be a good location for a team potentially looking to move up like Dixie State, Western Oregon, etc...
Two problems with that: A TON of our out-of-state kids come from California and Arizona....without playing in those states on a regular basis I don't know that Montana is such a draw for those kids...
