do you really think they don't have any incentive to develop top quality players? they are sports organizations which generally pride themselves on putting the best possible teams on the field. the coaches and others involved want their teams to win, and they want their players to maximize their abilities. their reward? good memories and the knowledge they did their best.
Sure, but those parents will continue to pay the club with the hopes that it benefits their child so the financial incentive of success is minimal when compared to a model where top level clubs provide financial support to clubs based on actual player success. It is keeping parents happy as opposed to actually producing talent.
 
One question. What constitutes 'off-side' in soccer? I know what the term means in hockey and 'American' football, but never explained has it been for soccer; at least not by those that announce the games.

Basically if there is no defenders between the attacker and the goalie when the ball is kicked/passed to the attacker. The attacker can not be passed all the defenders, minus the goalie, when the ball is passed to him. Defenders can cause this by creeping upfield a bit but they can also risk getting burned.

It doesn't have to be the keeper. The attacking player is in an "offside position" if they are in the opponent's half of the field and any part of their body is nearer to the goal line than both the ball and the second to last opponent when the ball is kicked or played by a teammate. There is no offside on the initial play of a corner kick or throw-in.
