I would think that the AD will come first. Engstrom is going to want to hand pick a new AD and then collaborate with him on the football hire, which may not be decided until the end of the 2012 campaign.
That's a great question. Logically, one would probably want to first hire and AD and then give him/her the chance to make their first big hire.
On the other hand, with spring time and summer camps being such a major time for recruiting, the need to bring in a new coach and staff is probably the the most pressing.
In the interest of recruiting and looking long term, I have to think UM will want to have a new HC and staff in place no later than mid-May.
Rob Ash was hired in June and he's said over and over again that the first year was extremely challenging for everyone due to the timing of the hiring.
(Note: I have no idea how Main Hall will want to proceed with a hiring process/committee considering the PR sh!t storm that's going on right now.)
