Already opened and ends the 20th. Total of 20 days from the hiring of Coach Kennedy, believe the official announcement was the 5th.
He was announced as the new head coach by the AD at the same press conference in which Bobby announced his retirement. That was the 4th. There's a 5-day waiting period from that point until the portal window opens, so four plus five equals 9. The window opened on the 9th and it stays open for 15 days. Therefore the portal window closes on the 24th.

The timing is hard on the players to leave. It’s too late to enroll into a different schools spring semester. Leave now and you’ll miss any kind of spring training.

The NCAA rule has nothing to do with official announcement, it simply states whenever the coach is hired or announced. This is the last paragraph in the article announcing Bobby's retirement on gogriz on the 4th:
"Montana wide receivers coach Bobby Kennedy has been named head coach and will oversee operations of the program going forward."
AND Haslam also made the announcement in the live press conference with Bobby, that BK would be the new head coach. The date of the official announcement is unimportant.
