I believe they technically could, but it brings up issues with bye weeks, inclusion in the playoffs for participants, etc.

I would think that having top teams play yet another game, would not be good preparation for the playoffs. In a 12-game year, play 13 games before the playoffs even start? At least in FBS, there would only be the possibility of two more games to become the champ.

I believe it is an if/or at the FCS level, not an and, when it comes to Conference Championship and Playoff.
