Serious question: why do schools charge more for an OOS student?

What is it about an OOS student that makes them more expensive? Everything (dining, lodging, tuition) is billed separately, so I fail to see why it should cost more for someone NOT from this state to attend our school(s) if they want to…
Flip the argument, do other states charge OOS tuition for Montana students? If so, why? It's not like I'm in the market. Just asking.

The families of in-state students are paying taxes to support and subsidize the university system. Out of state families don’t pay taxes in MT.

Always irritated me. I paid taxes in AZ for 21 years. Moved away and my daughter wanted to attend UA 18 months later. Potential tuition DOUBLED because I now lived in Texas. So she went to Texas Tech instead! Lol

Sort of - it is actually a scholarship more than a discount. Yes it helps, but you:
  1. Have to be eligible
  2. It is a scholarship, so you have to apply
  3. Be selected for said scholarship
