I honestly believe the magic number for BCS conferences will eventually be 16 teams in whatever BCS playoff format that is driven by the Power 5 conferences. If that will be the case the PAC 12, Big 12, and Big 10 (please change the conference names too) there will some major shifting. It make sense for the team in the more populated areas to encourage expansion. By doing that they are really challenging the likes of the PAC 12 and the MWC. Fact is, it is hard for the western conferences to fill those spots with quality programs. You know damn well the PAC 12 will fight like hell to find an additional 2 to 4 teams for expansion, if their hand is forced.
Seriously, think long and hard about this, what 2 to 4 teams would make sense for the PAC 12 to add? In my opinion, the teams in Texas hold a lot of power in this. Baylor, TCU, Texas, Houston and SMU could all be battled for among. Baylor, TCU, and Texas are in perfect position for Big 12, Pac 12, Big 10, and SEC could all be battling for those programs. I doubt the PAC 12 could get more than 1 or 2 Texas teams in all this. So that leaves 2 more schools to prospect for, who are the teams to choose from?
Colorado State is investing and has a lot of corporate backing in preparing to make their case to join Colorado in the PAC 12. Their new stadium will be outstanding as well.
Boise State has the recent athletic history, but needs to dramatically better their academics to be a serious contender.
BYU makes a lot of sense in terms of finances, competitive teams, and a natural rival with Utah.
Nevada has the facility for basketball. What more would they have to do?
Would Air Force even be considered?
Also keep in mind, Notre Dame's hand will eventually be forced. Also Army and Navy may no longer be able to remain independents.
San Diego State has made nice progress the last decade in both basketball and football. There geography is perfect. I really know very little about them.
What other schools/programs would be under consideration, if more expansion is needed ?
At that point, their is another major division shift and reclassification of NCAA football, and the likes of NDSU and Montana will be in a better position with how everything will play out. As for UND and MSU, they better hope all this takes longer to play out. They are not in position to make a move like this. UND has the luxury of oil money to help their cause. MSU has a lot of plans on the table, but may be limited in resources and the timing of doing what needs to be done.
I honestly don't see why the U of M would be investing so much just for them to stay put and status quo? Jim O'day has been firm believer as AD, and still now as a business man that there will be major changes which will impact the GRIZ majorly. He has been pretty damn accurate so far in what has taken place to date. The final step is letting all this play out around us, then let all the pieces all fall into place.
I honestly believe NDSU and Montana will eventually be conference foes. The question is how long will it all take?
