Of course it is out of their hands. The BCS is not an NCAA creation, however, I wonder how much control they really have as the teams fall under their jurisdiction

The NCAA, I believe, DOES have authority over player participation in events AFTER the regular season is over. For example, tourneys like the one in Anaconda (and what used to be the WIT in Lewistown) can NOT continue after the NCAA tournament is completed. If the NCAA has NO football tournament, it could preclude participation after the regular season, UNLESS permitted by the NCAA (such as bowl games).

So, the NCAA could say only approved participation AFTER regular season would be in an NCAA approved tournament -- screwing the bowl games.

But that would require some guts, so maybe the NCAA really can't do anything....
