Well, obviously, that's impossible on two levels. First, if NDSU beats them, they can't be a top-tier FBS program. Second, you can't beat them if they won't schedule you.

Is Michigan a top-tier program? Or does your definition change from year to year?

The only FBS game on the horizon is Iowa and there is a possibility that NDSU could win that game.

Michigan hasn't been a top-tier program for years. Iowa isn't a top-tier program either. NDSU could beat both of them, but no way in hell do they have a chance in beating Alabama, Auburn, Texas A&M, Florida State, Oregon, etc...
