BTW: Here are a couple points about what the NCAA rules say in this matter.
"Sign stealing" is
not against the rules, all by itself. In fact, many people contend that
in-game sign stealing goes on all the time. Some are more serious about it, and – of course – are better at it. No one really knows how much difference it really makes, but coaches feel the need to try, to combat today's hurry-up, no-huddle offenses. FWIW: NCAA rules do prohibit a team from electronically recording the other team's signals during the game.
The actual NCAA infraction is
advance, in-person scouting of the opposition ... whether the scout tries to get the signs "down pat" or not. You know why the NCAA banned that? Because not every program could afford the cost, and that would give the big-$$$ teams an unfair advantage. Nothing to do with "sportsmanship." I'd guess they used the same excuse to pass the rule against electronic recording (above) ... an unfair advantage over teams that can't afford it. Anyway you look at, saying the Michigan problem is just about "sign stealing" is a smoke screen.
I cannot imagine that any program that wants to be competitive at the highest level does not have a complete video library of all their opponents' games for the current season (and almost certainly previous years too). How else could they chart tendencies, etc? Just a passing thought: How much, for a crucial rivalry game, would they pay for the complete stock from the broadcaster, including all the footage that didn't make it on air?
