I'm a bit confused.

So four of his five years have expired; he has one left. So he can't go to an FBS school, because he does not have another year to sit out. He doesn't have to sit out to go to an FCS school, but didn't they pass a rule just a few years ago that a player could not step down like this unless there was at least two years of eligibility remaining? Unless he has graduated and enrolls in a graduate course not available at his current school. What am I missing?
