If Tuttle was who scouts thought he was (Composite 4 star - .9321 Rating) he probably wouldn't be entertaining FCS schools with the premium value that a portal QB holds. He can literally transfer anywhere and play immediately, and there are tons of FBS schools who could use a QB with game experience. If he is not at least getting interest from FBS programs, his game has not translated to the next level like scouts thought it was going to. Maybe it translates better to the FCS game, but the "he was a 4 star coming out of prep ball" doesn't hold much water anymore more if he is resorting to dropping down a level to find a new home.

There is lots of FBS options that are searching the portal for next falls starter, which is the reality of college football going forward. After doing some quick looking, I'm not seeing a lot of activity for Tuttle in terms of FBS interest. Maybe he is a viable option, but I'd temper expectations of getting a 4 star QB. 247 has readjusted his rating to a 3 star (.8400) and is currently the 23rd ranked Portal QB. In four seasons with the Hoosiers he completed 56% of his passes for 819 yards, four touchdowns and six picks...

He isn’t anymore. He was heavily considering it, almost a done deal and then got scooped is my understanding
