I don't even think UM has the largest athletic budget in the BSC. A quick search and it looks like Sacramento St is over $30 million and Northern Colorado is just south of $20 million. A number of top tier FCS schools have competed very well against FBS opponents, while we seem to take the “lets get our money and hope nobody gets hurt” approach.
