I wouldn't hold it against the State of Montana for not developing girls' high school basketball players as well as some 'bigger' states and/or universities.
It wasn't that long ago that a Cindy Blodgett from the mighty metropolis of Clinton, Maine (pop. 3,340) averaged 27 pts/g for the Univ. of Maine. Also a Jackie Stiles from a Claflin HS in Barton County (pop. 705), Kansas that took SW Missouri St. (now called Missouri St.) to the Final Four. She's still the only player in the history of the game, I believe, that scored over 1,000 points in one season; & still the all-time leading scorer in NCAA Div I women's BB. And she was only a 5'8" shooting guard at that!!
Besides, not all good players in the game come from L.A. Storrs, Connecticut is only 10,996 strong as I believe. And Knoxville, Tennessee is like Billings and Great Falls combined almost at 173,800. Granted, they're in greater populated areas but occasionally the small towns can produce as well on their level as any 'big' school.
