Well, you're close...the Old World spelling is as you noted, but the fine immigration or shipping folks almost certainly added an 'h' at the end when his forebears came through Ellis Island (or wherever they entered America).
It's because the Serbo-Croatian 'c' at the end of a name sounds a lot like 'ch', so many Bohunks added the 'h', either accepting the one they were given by the immigration department or the shipping company as they boarded in Europe, or tacking it on later to make their names easier to pronounce for their new English-speaking neighbors.
Got one of those handles myself, as a matter of fact...and it's still impossible to pronounce for anyone who first sees it.Gotta buy me a vowel.

Well, you may be right...I don't have a Butte phone book in front of me. But the person in question spells his name "Kovacich", as do all the other Kovaciches I've heard of from Butte.
Back in Croatia, no 'h' on the end of relatives' surnames.
