FCS can divided scholarships in many different ways. That's why you see Stitt doing exactly what he had to do at his previous school in Colorado. Finding Great Athletes that will get academic scholarships also. It allows for greater flexibility and deeper 2nd and 3rd string players.
An example is Lamarriel Taylor from UMass. By all reports the guy is a brilliant student. I am quite sure that his academics have taken can of most if not all of the scholarship money he will receive.
So those 20 WR, might only account for 10 to 12 scholarships, or less if there are walk-ons involved.
Totally irrelevant to the discussion. FCS schools can only dress so many players, it is not unlimited just because a bunch of the may be on partials or academic scholarships. My point is, that the FBS teams which use a similar offense with 4-5 WRs in on most plays, only have as many WRs on their squads as UM does, even though they can dress more players. I may be incorrect that FBS schools can dress more players than FCS schools, and, If I am, then I stand corrected. If I am correct, then we have proportionately way more WRs than FBS schools running a similar offense.

Your assumption about what the season roster will look like and position assignments of some of these athletes shows you don't have a clue about Stitt or what he is doing. Pontificating from ignorance is strong in this one.
