I guess you have no clue what Title IX is? The percentage of scholarships must be similar to the enrolled student body at a particular school. What this means is that not every school is the same. For example, a school that has 53%-47% male to female ratio can have a similar ratio to athletic scholarships meaning less female sports are necessary. A school that has a 53%-47% female to male ratio is in a more difficult position and may have to add numerous female sports. The other thing that makes it difficult is the minimum number of sports necessary to be a member of the NCAA. So can it work both ways...yes it can but not very often.
