Field positioning could be done via GPS which can have a 1 cm accuracy. RF tracking of the football can result in similar accuracy and be tracked in real time. Recall the visual trail added to the puck on TV that was tried by the NHL for a short while. These systems are not expensive but take a little time to calibrate for these levels of accuracy but the benefit would be extremely accurate locating of the football. The only job would then be for the officials to judge when a ball carrier was down. Of course they would on occasion screw that up as the do already.
