Yep the only way I can think of the espn app working for you is if you were to connect to the UM Wi-Fi and be linked to an edu IP address.

Unfortunately, UM wifi doesn't quite reach to the northeastern corner of Washington state.

This is true for every university/college in the United States.

Are these van providers reputable or do I have to be concerned about fraudulent credit card charges.

pick up one of those pay-as-you-go credit cards, and use that.

VPN providers rely solely on their reputations. VPN is mostly used for anonymous internet use (e.g., not letting the NSA spy on you).
