Billings Jumps Into The Rape Race

Moo, I was criticizing the original poster. It is ridiculous to say "Billings jumps into the rape race" because it is trying to deflect what is going on here in Missoula. Those numbers in Billings are going to be higher than Missoula probably just because of population more than anything else. That doesn't mean Billings has the same or a bigger problem than Missoula does. Figure it out, dude. Of all the Cat posters on this board, you are definitely the least intelligent.

I am not trying to deflect anything. All I did was post the article posted by the TV station. Take it out on them. You are the jerk that jumped to the conclusion.

You did post the article, but you gave a definitely spun the title of the thread...

I think you will begin to see stations and newspapers from city after city jumping into the statistics of rape. It will become kind of a badge of honor to publish the statistics before the next guy does to prove you are against rape, and measure the relative stats against Missoula or whomever and of course to improve readership or viewership. Billings just happened to be the first domino to fall.

Just to shed a little light on the statistics that everyone keeps referring to on the number of rapes in different cities. These numbers can be very deceiving. It appears that the original source of all of these stats comes from the FBI, which, until January 2012, classified rape as "carnal knowledge of a female,
forcibly and against her will." This means that if a woman was passed out and got sexually assaulted, it wouldn't be reported as rape. If she was drugged, it wouldn't be reported as rape. If it wasn't vaginal sexual intercourse, it wouldn't be reported as rape. As you can see, this definition was very narrow and excluded MANY cases that I think most of us would consider rape.

Also, the number of rapes isn't what the DOJ is investigating; It is the manner in which they were handled.

There are more people around Missoula than Billings? Maybe, but according to the State of MT the 2009 census shows Yellowstone County as just under 145,000 and Missoula as just under 109,000. In any case, rape is a trajic crime and is not restricted to just college towns.

While the intent of this thread may be to deflect some of the heat from this investigation elsewhere, it is a fundamentally good thing that Billings is looking into their reports and sexual assault histories too. If there is a silver lining in all of this, it could be that the DOJ investigation into UM, Missoula, and the Missoula County Attorneys Office makes other local and state governments review their own policies and procedures. Maybe a more efficient law enforcement response will result in more convictions and serve as a deterrent, making Montana and the rest of the country a little safer.

Was it a rape? A reported rape? Or plane old rape?

I want to see the stats of reported rape vs convictions. The percentage of such in the various cities.

I also want to look at the Missoula "reported rapes" vs "convictions".............some of us like myself are dumb and need to see the facts. Does Msla. have the highest reported rapes per say? Lowest conviction rate? Less charges per reported case? Most rapes (reported) on UM campus compared to other schools?

Is it fact that our football team leads the country in rape? Football team lead in convictions of rape? Are we guilty of leading the country in rape? Drinking? Sex? For some of us dumb people please indicate how we stand in this race!

I highly doubt anyone has gathered that sort of information. Also, as I have said in previous posts, the way that "rapes" had been classified prior to January 2012 minimized the amount of "rapes" in the statistics. The FBI's old definition wouldn't have classified many of the sexual assaults at UofM and at other universities as rape. Therefore, I feel that attempting to use any statistics that are currently available is useless. The DOJ will have to deal with this on a case by case basis and will have to respond based on accusations of improper handling of rape reports. Obviously they had enough accusations in Missoula to feel it warranted an investigation. I hope they find that the police department and the University have been handling the reports properly. However, no matter what the findings of the investigation indicate (or what any current statistics indicate), I don't feel it will give any sort of indication on whether or not Missoula is any worse or any better than other cities at how they handle reports of rape. I just hope the results of the investigation make Missoula, and other cities, safer places to live, and I hope it makes the people living in these cities feel safer.

BILLINGS - In light of at least 80 reported rapes in Missoula in the past three years, the U.S. Justice Department is taking a hard look at the University of Montana and the Missoula community.

The recent developments in the western side of the state, prompted us to take a closer look at rapes and sexual assaults in our own city.

When reviewing the statistics here in Billings, it's clear that rape is very much an issue in this city as well.

According to the Billings Police Department approximately 130 forcible rapes happened between 2008 and 2010.

2008: 52 forcible rapes
2009: 46 forcible rapes
2010: 31 forcible rapes

As for 2011, police investigated more than 50 forcible rape cases but that number is subject to decrease once the final numbers are compiled in the next couple weeks.

Between 2008 and 2010, approximately 300 sex offenses occurred.

2008: 99 sex offenses
2009: 123 sex offenses
2010: 82 sex offenses

The sex offenses category ranges from indecent exposure to child sex assault and statuatory rape.

Chief Rich St. John says they have a very specific protocol that they follow with every sexual assault and rape case presented to them.

Fire Engstrom immediately! It is his fault!

In what regards, annoyingness or lack of joke execution?

Bozeman had 80 alleged sexual assaults in 2011. "In 2011, there were 80 allegations of some type of sexual assault in Bozeman, [Deputy Police Chief] McLane said." There is separate thread on this, but thought I'd also put here.

It doesn't matter if it's Missoula, Bozo, Blgs, Eureka, Ekalaka, Plentywood or Lima, does it?

Fukk, some of you clowns feel like you "win" if your town has less rapes.

1 convicted rape charge should equal life in the big house.

And also, to be fair, Billings is significantly bigger than Missoula and has an entirely different demographic, but it doesn't have the prized football team that Missoula does. That's why we're in the news - not because crime occurs here like it does everywhere else.

No, you're in the news because it seems that you've been covering up a lot of rapes. Other cities investigate those crimes and prosecute the offenders. (que Law & Order sound effect)

I wouldnt be comparing other citiees when Missoula has its own issues.

Another woman reports rape to Missoula police

Please note.... its not a football guy what a suprise but both are UM students. Edit note - my mistake its not clearly stated either people are college age. I would guess they are but maybe not. )

Rape, sexual assaults, alleged, percieved, commited etc are all a national issue and comparing Missoula as being better or worse in this department is pointless.

But if you really wanted to actually have a statistically relevant sample to use to compare Missoula to check its crime rates versus other small to medium college towns. Then you could actually make a relevant statement about Missoula being more or less of a crime city than another town.

It still amuses me in a sad way so many of you pontificated about how great it was oday and Pflu were thrown under the bus, stating what a great day it was for UM and Missoula. Pflu and Oday getting blamed for this hasnt prevented any rapes, made UM or Missoula safer or in fact done a single useful thing other than try to deflect criticism of UM crimes away from the UM president Royce Engstrom.

Thank god Pflu and Oday are gone missoula is sure is safer!

I would be pretty suprised if Missoula is actually significantly higher in any crime rates than a college city of similiar size, makeup in the USA however.
