Another whoops from 75

Seems the BOR is upset with Engstrom NOT for guttin acadmeics as 75 has suggested but rather for having to much staff and way to much faculty compared to previous levels and current levels at MSU. Apparently Royce chose faculty over phones.................. Some highlights:

"We could get phones back everywhere," McRae said. "Just tell us which faculty positions you want to cut."

"MSU has eliminated far more programs than UM has," McRae said.

"Currently, though, UM is spending more than 80 percent on personnel, whereas the system average is 68 percent, according to the Commissioner's Office."

""UM currently has too many faculty and staff," said Kevin McRae, in the Montana Office of the Commissioner of Higher Education. "Last year, UM had more faculty and staff than they did at their peak enrollment."

"UM's student-to-faculty ratio has dropped below 16-to-1, he said, whereas Montana State University's sits at an estimated 19-to-1."

"Although many faculty see funding needs in their departments, the Commissioner's Office notes UM has more money than it ever has, and its spending per student is at a record high."

And most telling of all: "Steering change at UM isn't easy. One of the things the board is very cognizant of is it's a very hard job here," McRae said. "Every time the president has made efforts in that area, there's wide publicity. So his efforts have been hampered by faculty and the Missoulian."


None of this means Royce is NOT on the hot seat: "McRae said the regents expect UM to make progress in prioritizing programs and addressing its "personnel heavy" budget." and "If you can't tell us how to do it, the day will come where you're going to have to be told how," McRae said." Sounds like 75 is a part of the problem NOT the solution
 
If that is all the BOR is upset with in regard to RE, then its time to replace some of the BOR people as well. The guy is a colossal failure and they pick on his faculty count is all.

Faculty count is pretty indicative of a lot of problems and lack of leadership. It shows a strong lack of management. One of the big differences between Royce and his counterpart on the other side of the mountains is she isn't afraid of anyone on her staff. I can assure you she would have told Paul Haber the facts of life. This is pretty much the beginning of the end for Royce just not for reasons 75 stated.

The problem is recruitment and leadership, as I have repeatedly noted. This apparently is going to come as a huge shock to the BOR: the "faculty count" is always going to be too high when the student count is dropping by 6% or more per year.

Scary. McRae didn't realize that the "phones" were a revenue/expense neutral cut. It saved departments dollars that they "paid" to the "IT" people. Then, to make up for the losses, the "IT" people have to raise rates on other services they provide. It was one of those academic circular firing squads so typical at UM under Engstrom. There are "budget cuts" on paper but they don't actually save the University money, but impairs its efficiency.
With the ubiquity of cell phones, availability of other technology, and previous budget crunches, the trend in retiring desk phones isn't new, according to Matt Riley, chief information officer for UM. With the campus pinching pennies, he's anticipating another wave of phone cuts this year.

The elimination saves individual departments money because they don't have to pay for the services, he said. But he said it doesn't help IT or the bottom line at UM.

"It's the revenue that creates the operational budget for IT," Riley said.

So IT has to find those dollars elsewhere, he said – from other university sources.
