Exactly, in a normal timeline a rule like this would've been reasonable in a sport didn't professionalize at the highest level.
It's still a matter of time until eligibility requirements, including that you must be enrolled at the school, are defeated in court.

What is this going to mean for Solo? Does his waiver exempt him?
Generally agree, maybe put a dent in the "forever" player bouncing along in the portal, start/restart. Agree but since so much money is now on board in collegiate sports...the lawyers follow!

Sounds like players that already have their waivers approved are grandfathered in.
