From the NCAA RULE BOOK...You know the actual source that matters:

Horse Collar Tackle
ARTICLE 15. All players are prohibited from grabbing the inside back collar of
the shoulder pads or jersey, or the inside collar of the side of the shoulder pads
or jersey, and immediately pulling the ball carrier down. This does not apply
to a ball carrier, including a potential passer, who is inside the tackle box (Rule
2-34). Note that the tackle box disintegrates when the ball leaves it.

Football pet peeve of mine, kick returns being few and far between. I hope and wish football pushes back the kickoff back 5 yards again. I miss the return game.

That's what I read...sucks that the rule includes jersey...at least for us on that play

Yup. Hate that they keep watering down the sport to make it "safer". It has never been nor was ever meant to be a "safe" sport.
