Scrimmages absolutely do matter in player evaluations. It is an extremely important part of the process and one of the primary reasons they have scrimmages. It really doesn't matter what "tangible" skills a player can display in practice, if he can't get it done in game time situations, then he isn't going to be the guy. It is also very normal for players, especially young players, to struggle with consistency. WR can especially have lapses in spring camp if they get a case of the droppies, lose confidence, or the defensive players just figure them out...
