I cant speak for Craig personally but google searches will show that since 2018, Jackson St has been tops in fcs attendance per game every year excluding 2020.

Note that Montana's total attendance is almost always the highest in the fcs. Jackson usually has the highest per game average. And it's almost always inflated by their attendance in their game against Southern

Their stadium is also 60,000 capacity so 40,000 attendance still feels a lot more empty than WaGriz.

I’m saying Montana led the FCS in attendance from when App State went FBS prior to the 2014 season through the 2017 season.
