I believe lying is a job requirement. If you're not a good liar, you'll make an awful politician and probably wont win many elections.

It was a new injury but not a new bullet wound. After telling a lie, he later said he had fallen hiking or walking and that he had not been hit with a bullet that day. I wonder if the old bullet dislodged in the fall or just snowed up on an xray. The hospital saw the bullet and said they had to report it to authorities. Instead of saying it was an old bullet wound, which he had never reported to the army to avoid an inquiry about a friendly fire incident and to protect his buddy or fellow soldier, he lied. That never made sense to me, but he said he sort of panicked in the moment. The gun may have gone off or been fired in the park. There was some noise about one spent cartridge in the gun. To my recollection. I read every article I could find. Various military buddies supported him on taking bullet in the war and said very positive things about him.
By the way, his Purple Heart was from a different injury in the war. One would think that a new bullet wound in an arm would require more than a fairly short trip to the ER and a bandage.

Dr that it was a fresh wound. Yes, he lied. But it had been known to many of his friends that he had taken a friendly fire bullet in the war. See my above post. The Ranger was caught lying and had to admit he had never see the arm before it was bandaged. He also said he had responded because there had been a report of a gun shot in the park. However, there is apparently no such report in the park records that day. You have zero evidence and zero evidence from any third party that a bullet discharged into his arm that day. Wasn’t he carrying a .45? That would more damage to an arm. Especially if still lodged in his arm.

Maybe he felt bad that he had fibbed and wanted to tell the truth and set the record straight. I doubt that he cared about the money or the amount of the fine. I assume he figured the incident and fine would never come up. Then, 9 years later, it comes out and the Tester partisan ranger Peach decides speak up, and, in my view, tell some fibs himself. He says he is 100% sure Sheehy had a gunshot wound that day. He bases that on seeing a bandaged arm (and not seeing the wound) and claiming he say a spent cartridge in the Sheehy's gun. A spent cartridge doesn't mean Sheehy sustained a bullet wound that day, nor does it mean the gun was shot that day. As I have said, I think Peach was lying, to help out Tester.
 
If he went to Kalispell ER, there would be a record of the visit, notes by the ER RN and Physician. Assessment would include a physical description of the wound, what was done before arrival at the ER and any treatment at the ER, including sutures, medications given there and any Prescriptions. This would be SOP for any ER, large or small. There IS a medical record. Whether it is released is up to Sheehy.
