I would just say look at the Bozeman area and the influx of business, many of them high tech, and it being the area that big-money out of staters are relocating. The base of big $$$ is larger than Missoula. This is less about engagement and more about pure numbers.

Yep. Businesses keep moving in. There are jobs. More tax friendly than Missoula. And of course as you mentioned the out of state big money folks. Even during the recession things kept booming. Missoula may be growing but where are the jobs to support it? Just building high density housing and tax increases isn’t going to cut it.

Political power is not restricted to just those elected. In many cases the elected are just the figurehead.
Gianforte and Daines will still have a lot of throw weight when it comes to policy, money allocation, nominees, etc

Having worked for a Congressman, I can tell there isn't much difference there. One definition of a politician is a person too lazy to work and too chicken to steal. Although the latter is becoming less true.
