Yes. Both have maximum 105 roster limits. FBS can also now offer partial scholarships. So if they wish to internally remain at 85 full, for example, they can now offer the other 20 partials. Power 5 will, I assume, offer 105 full with no partials or walk ons. Not sure if FCS will remain at 63 full scholarship equivalents or not.

I don't think that's right. Only schools who accept the "settlement" have to accept a 105 roster limit. From Hero Sports article: "Athletic departments, FBS or FCS, that opt into the settlement will have a football roster limit of 105 players." That says to me that schools that don't opt in won't have the 105 roster limit. The Hero article also said that most FCS schools were expected to opt in.

As I said previously, what are the downsides of FCS schools not opting in to the settlement?

My understanding is that all schools that opt in to the settlement will have the same rules and restrictions, but the non-opt ins won't. It doesn't depend on FBS or FCS. It's opt in or not opt in.

The Hero sports article said that it was expected that most FCS schools would opt in. My question is why would that. What's the downside? One, is that they wouldn't get out of the lawsuit. But I would ask, how good is the lawsuit against FCS schools?

FBS or FCS will be able to have walk-ons, but the roster limit will be 105 assuming the schools have opted into the settlement. The articles are saying that FBS schools will opt in. I don't think they have to, but I don't know that. I know FCS schools don't have to opt in, but there must be reasons to opt in, as the article says it is expected that most FCS schools will opt in.

There will be competitive pressures for FBS schools to offer all 105 a scholarship, leaving no walk-ons. But that doesn't mean that an FBS school couldn't offer fewer than 105 scholarships and have some walk-ons.
