I'm guessing it was just too much trouble to dig through the layers of crap that the locals spew so they put their missile silos above ground then built a fake university around them as a cover story. The red field is also part of the deception (aptly name Roos). Clearly no one would put a big friggin red target near to an ICBM site. Unbelievably brilliant...
