Better than one who has 9+ tackles to make and doesn't make them. I do understand that you are implying that the Griz D must be weak if our safety is forced to make all these tackles. At least two factors at play there; the Griz D has 3 safeties on the field so more safeties will be making tackles as there are more safeties to make tackles (and fewer LB's), secondly, the way the griz are playing it looks like the idea is the line occupies the blockers and the lbs and safeties clean up the ball carrier. Hence high numbers of tackles and lots of safety play up near the line of scrimmage.

Depends on the design of the defense. I think I would rather have that than them playing man press with their back to play with the other team running for a touchdown uncontested.

I would assume that in a defense with 5 in the secondary, and only 2 linebackers, and the 3 safeties lining up in difference places, that the safeties would naturally make more tackles. The safeties or at least 1 or 2 on each run play, are probably supposed to fill against the run. As you know, safeties don't wait for runners to come to them. They come up to fill and make tackles.
 
Regardless of position, 9+ tackles per game is pretty damn good. Robbie gets my vote and I hope he keeps going!
 
What if I voted for Robby AND I want him cut and/or traded?

haha, voted for the dude, as a freshman he's having a great start, happy for him and don't actually want him cut and/or traded. He's at 375 votes now!
